connecting to windows mail

for some reason i cannot send emails out it gives me the following can
someone help

Does your connection to that server cross over from one internet provider's
equipment to another before it reaches the server? If so, such connections
to port 25 are often blocked to cause problems for spammers.

When you got that error message, was your Internet connection
coming from Road Runner? If yes, perhaps Road Runner will not allow
you to use a non-Road Runner return email address.
