connecting tables

I am brand new to Access. Part of what I am trying to do is build a table
which contains the States in the first column (and locked so nothing can be
added) and the Counties of the respective States in the second column (and
locked so nothing can be added). What I would expect to do is click the
first column and the States drop down. I select the State I want. Then, I
click the second column and the Counties drop down for that State only. I
select the county I want. Each State selected in column one ties to its
respective counties in the second column. Nothing more or less. And all
locked so nothing else can be added. How do I do that? Thanks for any help
you are willing to share.

On your combo boxes, don't set the controls to "Locked", rather set Limit To
List = Yes.
