It's possible and easy.

First, connect the two computers to each other in one of these ways:

1. Connect a crossover Ethernet cable between the Ethernet adapters on
both computers. A regular Ethernet cable won't work, and the XP
computer will say that a network cable is unplugged.

or:

2. Connect a regular Ethernet cable from the Ethernet adapter on each
computer to a network hub, switch, or broadband router.

Then, run XP's Network Setup Wizard on both computers. It will make
all the necessary settings:

Yes.

Not as easy as 2000/XP, but easier than Linux. A lot easier.

Seriously, all depends what type of network. A wired network with an
industry-standard Ethernet card should present no special problems, and there
are plenty of pages detailing the settings, etc.

Wireless on 9x is more of a tricky area; in this case I'd suggest using
Win2000 as a minimum, as Wireless installations on 9x never seem too
reliable, IF you can get them to work at all.

If you don't have a Windows XP CD-ROM or a floppy disk drive, you can
copy this file to a CD-R or USB flash drive on XP and run it on other
computers:

C:\Windows\System32\Netsetup.exe
