configuring Windows 2000 for 2 users

I know that Windows XP allows fast swtiching while
maintaining user settings and preventing other users from
seeing files from a different user. I was wondering if I
could do something similar in Windows 2000 so that I will
not need to buy Windows XP pro upgrade. 1 user, which is
me, I will set as Administrator, the 2nd user I would like
to set as a Power user, but I don't want the 2nd user to
be able to see or delete my documents or delete Windows
system files. Also, where exactly would I need to keep my
documents to prevent this?
Any help would be appreciated, also if this is not
possible, please let me know. Thanks.
 
This is also possible on Windows 2000, however, you have to have a drive
formatted with NTFS to enable any kind of security on files & folders. Fat32
won't work.
