I am able to manually configure my Go Daddy hosted e-mail in Outlook via the
Control Panel and get the "Congratulations" message, but when I go to open
Outlook it ends up in a password entering loop. Anyone have any ideas?

Since I get the "congratulations" message that tells me I have successfully
configured I assume the answer to your question is yes, but I could be wrong.
Isn't that what it means when I get the congrats message? Where can I check
that informaiton?

I'm not sure what contratulations message you mean, but it could be one that
merely indicates that the account settings you selected are syntactically
correct, not that they'll actually work.
