Configure Sites

Hi, i would like to understand better how set this
scenario

- 2 DC in one country and the last one in other country
all them are connect through VPN (Cisco).

How can i implemet sites ? or it is not necessary ?

Create one site for the DC in the other country. If the 2 DC's in one
country are in the same physical location, create another site for them.
