Configure Power options in control panel for a group of PC's

Is there a way to configure Power options for a specific OU? I have looked on
both the server polic settings as well as the XP local policy settings- there
seems to be no way to configure power related GPO's. I would like to be able
to disable the monitor from turning off after 20 minutes.

The only way I was able to do this was to give admin rights to the user, log
in as the user change the settings then take the admin rights away. although
I still have had some issues where the setting will not hold no matter what I
have done.

Only the predefined themes, because the seperate Timesettings
are Reg_Binary and cant be manipulated via adm template.

I thought about creating a regular user with admin rights - change power
settings in profile- take away admin rights - copy this profile to the
default user profile. That way anyone new logging in would recieve proper
power settings. That should work right?
