How do I configure if so the users who logon to a domain
have a certain background?

we usually deploy the background with the image then lock it down with
group policy, under ADUC then under a OU level.
 
Well I did deny change wallpaper and force windows classic theme from
"default domain policy - User config - Admin templates - Control Panel" and
I still find some wallpapers in workstations (maybe right click on image -
set as walpaper) - How can I deny this I ask...?
