Confidentiality Statement

My users want a confidentiality statement added as a disclaimer at the end of all e-mails. I'm thinking this has to be set up as part of a signature. Is there another way to get this done for them? Is there any way to have a disclaimer added to outgoing e-mails by way of Exchange Server?
