Conditional sum add-in missing

The conditional sum wizard is missing from both the loaded
files and the CD as far as I can tell. Is there another
location where I can get the add-in file?

I think that the file you're looking for is SUMIF.xla

Highly unlikely to be missing from the CDROM.

I've known of corrupted CDs but never yet a legitimate copy of an
Office CDROM with a file missing.
