Conditional Formattting Team Goals

On my report I am tring to make my Team Customer green if greater than or
equal to the "Team Customer Goal" and red if less than, but it will not work.
All my other conditional formats are working but this one and I'm not sure
why. I have them all set up the same way, but this one will not fill
correct. Any help would be greatly appreciated.
