conditional formatting

I want to highlight cell A based on the value of cell B being between 1 and
2.

I used the formula option and $B1 <3 works fine for the upper limit but
whenever I add the lower limit the formatting doesn't work. =0<. $B1 <3
doesn't work. I also tried setting two conditions one for the lower limit
and another for the upper limit and that doesn't work either.

Any suggestions?

Formula is =AND($B1>=1, $B1<=2)
