Conditional Formatting

is there anyway to format cells to make them change if and when another cell
changes?

if A1 is greater than 0 then make A2:A15 bold and yellow?
 
From the Format>conditional Formatting Dialog box. Select Formula Is in the
condition 1 and enter A1>0 in the adjacent box and set the format to bold.
This format can then be copied to any other cell you require it too.

In Cell A2
Select Conditional formatting
Formula is =$A$1>0
Format Font Bold and Colour Yellow
Add Condition 2
Formula is =$A$1<=0
Format Font Regular and Colour No Fill

With cell A2 selected click on Format Painter
and select cells A3 to A15

Now any entry in A1 which is greater than 0 will turn A2:A15 Yellow
and a zero or negative number will change it back to no colour
