Conditional Formatting

Is it possible to use conditional formatting to change the
formatting of a cell based on the value in an adjacent
cell?

For example, if D4 is less than half of D41, can I have
Excel shade E4 and F4?

Select both cells (E4 & F4)
In the conditional formatting put
Formula Is
=$D$4<1/2*$D$41
