Conditional Formatting

my conditional formatting seems to be acting up, am thinking maybe im doing
something wrong. i have a report based on a query and am attempting to place
conditional formatting on one of the fields. if >100 be blue, if <=100 be
red. i set this up in the formatting, but everything turns red when i look
at the report. my fields are formatted as %. what do you think?

100 percent is 1.00


all your numbers are 100.00 or below.

make it if >1 be blue, if <=1 be > red
