Conditional formatting

I have conditional formatting on a worksheet but cannot
copy the formatting to another cell using format painter.
Also on this worksheet and another for which I would like
to use conditional formatting, the option is grayed out.
What do I need to do to enable conditional formatting?

In XP version, you can paint or paste the formatting.
Perhaps it doesn't appear because the conditions are not
met in the new cell. Try this:

In cell A1: if cell value is equal to 0, then format
pattern to red. Your blank cell will turn red (without
reference to another cell). Now, try to copy the cell to
another cell. Also, paint the cell to another cell. Both
should work.

It works ony in the cells without conditional
formating. I'm unable to copy the conditional formatting
to the adjecent cell without the conditional formatting.
