Conditional Formatting

If the total of my item, which is in cell B1, is less than
cell B3 - I want it to have the title of the product
represented by B1 to be removed from its location, which
is B6, and be placed on the next spreadsheet in the
series. The next sheet is blank, and I would like to
have the title of product represented by B1 put in the
first available cell. If the next total on the first
sheet, which is C1 is also less than the number in C3, I
would like the process repeated.

If the total is greater than the number in the next cell,
than I want no action taken.

Is this possible, and if so, what would be the formulas?

You're question has nothing to do with Conditional Formatting, and is
much too vague. What you sketchily describe could only be done with a
macro.
