Having problems creating conditional formats below for the Optimum range

Can anyone advise?

More than willing to email spreadsheet with data.

Responsibility Shrinkage Actual Target Variance
Head Of / CSM Annual Leave 12.40% 9.4% 2.99%


Actual Column

Red = More than 20% above target
Amber = Upto 20% greater than target
Green = On target or better

Variance Column (2 types of formatting)
Optimum
Maximum

Optimum
Red = More than 20% above or below target
Amber = Up to 20% above or below target

Maximum
Red = Less than target
Green = More than target
