Conditional formatting problem

Question 1;
My columns headers are numeric so I don't see A1 as my first cell, as you
guys state in your posts, I see 11, why is this.

Question 2;
I have a conditional format in r1c4, = r1c3>60 (format black), = r1c3>40
(format red) which I want to copy down all cells in c4.
But when I copy the cell and paste special/formats, the reference in all
cells is still to r1c3, it does not auto change the numbers to the relevant
row ie r1c4, r1c5 etc.
Do I have something set wrong as all google searches I've done on this say
this method should paste the relevant cell number. I have also tried the
format painter option.

Tools>options>general uncheck R1C1 reference style,
then try your solution
