Conditional Formatting not applying to all records in a report?

When I apply the following conditional formatting to my report, it does not
seem to apply to all the records in the report.

FIELD VALUE is GREATER THAN [TODAY].

When I open the report it asks me to define today and then applies the
formatting to everything up until the month goes to 10.

Any thoughts?
