conditional formatting inconsistent

I have an empty field in an Access report that I use as the background
for the rows so I can use conditional formatting. It's set to change
color when another field, a checkbox, is checked. It works on some rows
but not others, even though the box is checked on them all. Any ideas
what would cause this?
