conditional format greater or less than

can i make a formula to change the format of the cell if it is 2 or 1? i have
tried IF FIND and less than greater than but have had no luck thus far

Look in conditional formatting. Under format. You can change the font>color
text>boder of the cell with conditions that you set.

I am in conditional formatting, and would like to have the formula for the
condition only if the cell value is either 2 or 1, but am not sure how to
word it correctly
