Conditional flash

Is there a way to use conditional formatting (or some other way) to have a
cell "flash" if a certain condition is met. I know it is easy to change the
text color or background, but I really want to draw attention to this cell ...
 
Inasmuchas this forum is for support of the Microsoft Access database
program, and "cells" typically are found in spreadsheets, you might get more
useful feedback by posting your question in a forum devoted to Excel.

FWIW, I once built an Excel spreadsheet for a freight dispatcher that
flashed a cell if a truck was more than 20 minutes late. On the first day,
everything started out fine. By 11:30 all the dispatchers walked off the
job. It was far too nerve wracking to try and deal with multiple problems.
Just ask any air traffic controller.
