computers lan authentication

Hello to everyone

My problem is to authenticate every computer in my lan for
use it.
For example someone connect a new pc in my lan, he must
give an authentication before to get access on my lan.

How can I do that?

Implement strict IPSec policies so that all traffic is encrypted. They won't
be able to do anything unless they get a valid IPSec comptuer certificate.
