Computer Won't Start - "Applying Security Policy"

Hi

W2K Prof - I recently updated my computer with the latest
security and critical patches. When the computer restarts
it goes into a loop - during the startup process - it
hangs on "applying Security Policy". I can start the
computer in safe mode. I use a wireless connection to
access the internet - in safe mode I am unable to launch
the internet so am not able to determine which were the
last patches applied. The computer says "SP 3 free"
however in add remove programmes - it shows sp4 installed.

Any ideas how to get this working again?
