Computer won't shutdown

Hello, I hope someone can help. There are times when I go
to the Start Menu to Turn Off Computer, select Turn Off.
Then nothing happens? I've tried to close all programs
and try to Turn Off again still don't work. I end up
having to manually turn it off with button on from of
modemn. Any suggestions?
