Computer won't post - bad mobo?

I've got a computer here that won't post, and I'm pretty confident that it's
a bad mobo. I was hoping someone can help me make sure I'm trying all basic
troubleshooting measures.

The pc is a homebuilt (not by me) with a Athlon XP1600 on an Amptron mobo,
256mb of pc133 SDRAM.

The power fires right up, but it won't wake the monitor or post. The hard
drive
spins, and power is getting to the floppy and cd drives.
I have changed the video card to another agp card, and I've tried a pci
video card.
I've cleared the CMOS several times.
I've tried another power supply.
I tried two other sticks of RAM
I've removed all devices from the pci slots, IDE/floppy headers.
[the mobo *should* post with only the power supply connected and
cpu/heatsink & fan installed, correct?]
I've tried another cpu (Duron 1.8ghz).

The guy who brought this to me had recently installed a second hard drive.
He called me for help during the hard drive installation, because he
couldn't get the computer to boot. I took him through all the basic steps,
but we couldn't get it going. I thought he had jumpers set incorrectly or
something like that, so I told him to bring it over. However, when he
brought me the machine, all jumpers were correct.

Perhaps his mobo was flaky, and it took him messing around inside the
computer for the problem to completely reveal itself. Or maybe it's just a
coincidence? Or perhaps it's not a bad mobo at all???

You have done just about everything you could to diagnose
the problem. One final test is to try the motherboard outside
the chassis in case there is a short. Be sure to lay in on something
non-metallic. If that doesn't help, then the motherboad is
the most likely culprit.
