Computer will not shutdown

I am using Windows XP. When I log on under my user account and want to
shutdown my computer by Clicking on START - TURN COMPUTER OFF - and TURN OFF.
The computer does not shutdown. It actually doesn't do anything. However, if
I sign off by switching users it will shutdown. This is what I do to get it
to shutdown:

Click the START - LOG OFF - SWITCH USER (this brings me to the user log on
screen) Then click on - TURN OFF - the computer shutdown using this method.

What can I do to get it to shutdown while being logged in?
