Welcome to "paired" lines. It's technical way of saying
that Telstra screwed up & didn't put enough copper in
your area, but are more than happy to charge you the full
price as if you had a reasonable line speed.
I, like you & many have the same problem. Phone them up &
start abusing.. They still won't do jack shit, but at
least you will feel better.
it might be because you are running an extension cable for your phone line ?
