computer restarts even after shut down

This is about dell inspiron desktop even after clicking on shut down the
computer shuts down but within a second the computer restarts
need the resolution for this when i turn the computer off using the power
button it shuts off and it doesn not turn done pc restore, resinstallation of
vista no go

under warranty:
