Computer Restarts Automatically

I have an Asus P4PE motherboard and a 2400 mhz Pentium IV
with 512 mb RAM, and I use Windows XP Pro. If I unplug my
computer, it will not power up until a few minutes after I
reestablish power. It will then boot up and operate
normally. When I shut the computer down, it through what
appears to be a normal shutdown. After a delay of perhaps
30 seconds, it then restarts. The only way it will stay
off is if I manually switch it off just before it begins
the Windows startup sequence, or if I unplug the machine.
I checked the BIOS settings and Windows scheduled tasks
and cannot find an obvious reason for this anomaly. Do you
have any ideas?

on shutdown.
