computer not receiving packets

i have an IBM running 2000 professional with sp4. Just recently I can not
access any network (internet or LAN) through any port. It looks like the
computer when I check the status of my connection it tells me that I am not
receiving any packets but there are numerous packets being sent out into the
network. When I run "ipconfig" everthing looks like it is set correctly.

Have you tried replacing the network cable or card? Have you tried a
different port on the switch you're plugged into? Have you tried another
computer using the same port and cable?

What result do you get when you ping another address on the LAN?
 
Yes I tried changing the card. I just tried changing the cable and I'm
getting the same thing.
 
i currently don't have any other computers on this LAN so I can not preform a
ping. I tried pinging outside websites an i get " unknown host ..."
