Computer Management - User and Groups - Access Denied

Hi,
The problem that I am having is when I try to manage certain (but not all)
Windows XP Pro clients from my XP workstation or from a 2003 Server, I do
get connected to the client but I get a red X on the User and Groups
selection and get an access denied error if I try to access it. An
interesting note is that if I manage the same problem client from a 2000
server or client I don't get the red X or access denied error on the User
and groups selection but do get an access denied error when I try for
example look at their event log selection. Note- I am logged on as
administrator when I manage these PCs.

Any help would be greatly appreciated,

I don't know for sure but something that I am researching right now i
the licenses. It says that if you do have Terminal Services License
that you can't access the server. Just a suggestion..... Let me kno
how it turns out. We are upgrading our server to 2003 right now
