Computer has automaticly configured IP address

computer has automatically configured the IP address for the Network Card with the net work address 00038a000011. TheIP address being used is 169.254.101.152 This has happened three times in one day.Is it a security breech?

I was told by a techie @ sympatico (Bell) that Norton
sometimes does this. He doesn't know why-but he said to
disable Norton on ingoin and outgoin mail(if need be-eg;u
cannot change your set work adress back again)-but
otherwise, you'll just have to type it all over agian!-P :

My Mothers computer had that problem. apparently, Norton's Anti-Virus
kept resetting her UP to "Localhost". Problem disappeared after I
removed Norton.

Well, Just another reason to avoid Norton crapware.
