Computer hangs on connecting to internet

I am running a broadband connection ( 256 kbps ). Most times, when I connect
to internet computer hangs for 2-3 minutes and then resumes normally. Why is
it happening so?

Broadband is defined as an "Always On" connection. How is the PC
configured for Internet Access ? Do you have to enter a Username
and Password for each connect ?
Most access hardware has the provision to login & keep the connect
to your ISP on 100% of the time.
Perhaps some additional info on your modem ( or +Router) and the
name of the ISP might help to get more specific help on your issue.

Mine is a connection that requires a username & password each time i connect,
and i am charged as per my download usage by my ISP. I've setup my internet
connection by following the following procedure:

Create New Connection Wizard>Connect to the Internet>Setup my connection
manually>connect using a broadband connection that requires a username &
password......

So, that's it.... Now what is the possible solution?

Could be a delay while the ISP provides your Network Interface Card
(NIC) with an IP Address. The connection icon in the System Tray (2
small monitor screens) will show movement around the monitors as the
connection receives it's assignment from your ISP's DHCP server. But
this should not hold up the PC for the time you indicated. Are you using
any Security software beyond the native XP Firewall ? Once you get
online you might want to open a Command Prompt window and do a
Ipconfig /all to see the assignments for your NIC card and note the IP
Address, Gateway and DNS Servers. Something isn't quite right if the
connection/config process takes 2+ minutes to complete.

I am using One Care Live Beta. For Ipconfig, i do not know what it is and how
to use it....

display the connection icon.

Does the ISP have fixed addresses or are the addresses automatically
assigned?

ISP has a fixed IP Address 59.94.240.1
