Computer dying

Ive got serious problems running any programs apart from internet explorer, all other programs or any exe files do not run becasue i get the error ''Windows cannot find the file C:/Program files''...etc'
I get this error for system restore. And i still get it in safe mode. Strange thing is, I go directly to the exe files location, double click on it, and get the same error.Even though i can see the file is there. I ran a virus check (free online, norton antivirus had same problem) and it found TROJ_MENDWAR.A I followed removal instructions but could only delete the infected files, not delete parts it made in the registry as i cant run regedit in normal or safe mode. But i think i have eradicated the virus. But something has done some serious damage, any ideas how i could get system restore working?

Hi,

Your .exe file association is munged. Go to www.dougknox.com, click on WinXP
fixes, then on file association fixes. Grab the .exe file fix, download,
unzip, and run it.
