Computer doesn't boot - no beeps

Hi,

I have a A7V400-MX, AMD Athlon XP 2400+ configuration. A few days back
- I was running some normal applications - winamp / IE etc on WinXP
when it hanged - and everything freezed. I had to do a hard shutdown
using the power button. When I tried to start again, the computer
doesn't boot. The fans start running but there are no beeps.

There are a few things that i have tried - I have tested the power
supply by shorting the green and the black wires - and it shows me the
correct voltage levels (using a multimeter). I have tried to clear the
CMOS but it doesn't help.

Also, I have a motherboard tester which goes into the PCI slots and
shows some HEX codes, but the problem is I don't know what that means
(Some friend of mine gave this tester to me without the manual). When i
start the system - the hex code shows FF and then immediately it goes
to 01. Then it stays on the 01 code for ever.

Any ideas, where the problem could be ? what are the ways that i can
atleast find where the problem is.

perhaps to remove reseat all cards, cables, and memory..........

I have done that - even removed the processor - just to check the post
code.
But still the hex code remains at 01.

Stop worrying about the motherboard tester. If you don't have the
manual, it is useless!
Did you actually SHORT out the power supply leads?

You mean no PCI graphics card? First ensure all PCI cards are firmly
seated. Then remove all connectors to HDD. It could be either ram, psu,
or mobo failure. You can easily test your ram by swapping this with a
known working module that is compatible with your mobo. If that makes no
difference, have you checked the PSU properly. You need to check for all
voltages by placing a voltmeter probe in one of the pins(15-17)and
checking readings for all remaining pins with the other probe other than
ps pin 14 which is shorted to gnd (see diagram
http://tinyurl.com/79csm). Write down the voltages(some are negative)
read for the remaining pins and ensure they are correct. If all the
readings are correct, then you could try swapping the processor, but
unless you've had overheating problems, it's unlikely to be the problem,
so that would leave the mobo.
