Computer Air circulation. PC with only CPU Heat sink

P4 2.8ghz HT, 1.5gb memory, 160gb hd, Ati Radeon 9550 256mb agp 8x.

I have 1 intake system fan with a removable fan duct pointing toward the CPU
large heat sink. when i upgrade the power supply with a new one it change the
air circulation making the CPU heatsink much hotter than usual when computer
is doing something intense. The new large power supply has vents on both side
but one is block by computer panel and back area also has a vent but space is
limited because of two CD/DVD optical drives. the older small power supply
has vent below which take out the hot air from the heatsink quicker, the back
has vent and also has more space.

Is it better to remove the fan duck/heatsink and replace it with a CPU fan/w
heatsink or getting a PCI cooling solution that suck air or one that blow air
inside the case. which one do you recommend?

Best option is to replace it with a CPU fan/heatsink. You get better
cooling, as the fan is directly on the heatsink and is designed for it.
