computer administration

I wanted to reconfigure my start up and when I did the changes it said I had
to be in a computer administrator account. Well I'm the only one using it and
have only one account on my computer so why can't I make these changes to my
start up when there's only one account i can log into? I know i'm not
computer literate but this shouldn't be too hard and yet it is for me.

Presumably because the account you log into is not an administrator account!
(Very sensible BTW).
You need to log into The Administrator account to do this. How you do that
depends on the version of XP you have. For Home edition you must boot into
Safe Mode (at power-on, tap the F8 key repeatedly until a "dos-type" menu
appears) and in Pro, at the Welcome screen, press Ctl-Alt-Del twice.
