Compressing photo attachments

If I use the "attach" command to include a photo to an email in Outlook
(2002), it will automatically include the photo in its full format (i.e., not
compressed). This is too large. Interestingly, if one opens Windows
Explorer, selects the photos, and then indicates, "send as an email," a
dialogue box will appear offering to compress the photos. This is very
useful. Is it possible to similarly compress photos from within Outlook,
when they are being attached to an email? I see no option that permits this.

I noticed this feature was added in OL2k3, but when I used it in OL2k3, my
pictures were not received by most of the recipients of the email (don't know
why, but a few did receive the photos). When I went back to the old way
using explorer's function to reduce the size, the pictures went through fine.
Looks like some bugs are left to work out in OL's photo reducing feature.
