Compressed Folders and Passwords

I guess it is true that you can no longer password protect a compressed
folder in Windows Vista -- please someone say I am wrong.

If I am write, is there a built-in alternative to password protecting a
file? Or will I have to 3rd party? I want to password protect a file and
email it.

No, you can't use a password to protect files and folders in Windows.
However, some programs that run on Windows do allow you to protect
individual files by using a password.
