How do I change composing rules? (e.g., to start each new sentence, after a
period, with a capital letter; to auto complete certain words and phrases,
etc)?

Email programs do not have composing rules.
You could compose in a program that has composing rules and paste into an
email.

Windows Live Mail has auto-correction, meaning it automatically corrects
commonly misspelled words. To get anything fancier, you'd have to use
Word as your email editor, which is only supported by Outlook.
