Complexity Requirements

Hello everyone.
In NT4, we used the passfilt.dll to customize our strong password security.
In 2000, it appears to be part of the GPO. Is this not customizable? If it
is, where can I find more information?
I have reviewed MS Knowledgebase, but found it pretty limited on the
subject.
