Complex passwords

I'm aware of how to set the complex requirements on password to all domian
users but where or is this option available at the OU level?
It's probably right in front of me and I'm not thinking the whole thing
through.
 
Password requirements are applied at the domain level. To apply it at an OU
level, you will need a 3rd party application.
