Compile Error: Can't find project or Library

OK, I'm experiencing this on two of our PC's. Whenever the user goes to open
a db, they get the following error:

Compile Error: Can't find project or library

Access opens in the debug mode. If I go to another PC and log in as the
same user, the db comes up fine (no error messages). Is this a dll issue?
I've repaired/reinstalled. Uninstalled and reinstalled. Patched completely
to no avail. Running Windows 2000 SP4 fully patched and Microsoft Office
2000 also fully patched.
 
It is possible that one of the files that you have reference to from the DB
is missing in this computer, this is why it giving the message Can't find
project or library.
Check the reference in this computers and see if anything missing.
