Can't find the project or library

Excel 2003 SP3

The user gets this error when opening Excel:
Visual Basic compile error if you open the app or launch from file.
"Compile error: Can't find the project or library"
The REM initialize variables INTSTATE = UCase (""Off"")
Hit OK
Sub Get integration state()
Hit OK (opens the file normally)

Is this probably an add-in causing the problem or something else?
