Compare side-by-side should not keep scrolling to right

I was excited to see the compare side-by-side feature in the Office 2003
version of Word. However, as I scroll down, it keeps shifting to the right
so that all I see is blank screen. This is true no matter what method I use
for scrolling down. This shifting makes the feature useless.

I'm not sure what you are seeing. When I scroll it scrolls up/down as
expected. Can you provide some additional details such as the view you
are using to view the documents? Print Layout? Normal?
