Compact database does not shrink the size

We are using Access 97. On this 1 machine when we compact
the database everyday, it usually goes from 70-100 meg to
16 meg.
We copied this database to another machine (both machines
are Win2000 SP4 machine), and we used this database this
morning. When we tried to compact the database this
morning, the database size does not change at all, it
stays at 112 meg. We even tried to repair the database
then compact again, and still the size did not change at
all.

What can cause this problem ?

If you have any images on your forms or reports, try linking the images
instead of embedding them. You will need to create a folder that
stores the images for your application. Doing this allowed me to cut
my db size down by 87%

I found out that the problem is with 1 table in the
database that erroneously grew to 4.3 million records.
The table should only have around 6000 records.
We are looking into why this table grew to that size,
because the previous day the table only had around 6000
records.
