comp freezes 4 second and then runs 4 seconds.. then repeats

When I turn my computer on it takes awhile for it to boot up, i
should not though because i have a 2.2 ghz processor and 512mb of ra
and 40GB hardrive. My main problem is that when it turns of fully, I
will run for 4 seconds and then freezes for 4 seconds, runs for
seconds then freezes for 4 seconds, and repeats itself. Does anyon
know what the problem could be? I have reformatted it a few times an
i still get the same problem.

Any help would be appreciated, like what hardware i need to replace..

The PSU might be the problem, but just an educated guess. Device drivers not
unloading or hanging is another. Try removing PCI cards and disabling all
unnecessary onboard devices like sound or LAN and see if it works. Add them
back one at a time and you may find your problem.

I have seen this problem with a bad PSU. I have also seen the problem
with certain USB mice. Look into those two things.
 
They mean Power Supply Unit. It's the bit where the electricity goes in.
Check the fan is going fine and there are no loose connections.
