I would guess that *eventually* these updates reach the "gold" disk for
manufacturing and then into the distribution channel. Whatever is
manufactured will always be out of date compared to current udpdates.
Vendors will sell old stock first. About the only way you can find out
is start calling some vendors and ask.
Since the updates are so easily available, it's sort of not a big deal
anyway.

I certainly bought my copy sometime last year and it had SP1 in it.....
